1.1 This AIRAC AIP Supplement serves as notice regarding the pavement rehabilitation works at Taxiway A and Taxiway C at Penang International Airport.
1.2 The duration of overall construction is twelve (12) months FM 01st December 2025 TIL 14th November 2026 EST. The work will be carried out in two separate phases as shown in the table below.

1.3 The purpose of this AIRAC AIP Supplement is to notify the aviation industry of the schedule and the extent of the work areas due to the construction activities at Penang International Airport.
2.1 The works programme is divided into two (2) main phases. (Appendix 1 – Layout of Works for Phase 1 and Phase 2).
Phase 1 (Zone A) - Taxiway A and Affected Portions Taxiway C
Taxiway rehabilitation works involving flexible pavement and rigid pavement (at Taxiway C) will commence at the junction of Taxiway A with the Taxiway C area.
Construction works on Taxiway A will be carried out during the following periods:
Full Closure (Runway Closure Hours)
Taxiway A will be fully closed daily from 1800 to 2130 UTC (0200 - 0530 LT).
Partial Closure
A segment of Taxiway A, between the Taxiway Intermediate Holding Position adjacent to Taxiway B and the Taxiway Intermediate Holding Position adjacent to Taxiway C, will be closed daily from 1600 to 1800 UTC (0000 - 0200 LT). (Appendix 2 - Layout of Partial Closure of Taxiway A). This partial closure is required to prevent aircraft from entering areas with ongoing construction activities.
Phase 1 (Zone B) - Taxiway C - Rigid Pavement & New Shoulder
Taxiway rehabilitation works involving rigid pavement works starting from outside of the runway strip area up to the junction of Taxiway A area, as well as construction of a new flexible pavement shoulder.
Construction works will be carried out twenty-four (24) hours a day during Taxiway C closure from 20260402 till 20261114.
Phase 2 (Zone C) - Taxiway C - Flexible Pavement & New Shoulder
Taxiway rehabilitation works involving flexible pavement works starting from intersection of runway and Taxiway C up to the runway strip area as well construction of new flexible pavement shoulder at Taxiway C.
Construction works at Taxiway C will be carried out during runway closure hours, where Taxiway C closed daily from 1800 - 2130 UTC (0200 - 0530 LT).
3.1 During the construction stage, Taxiway C will be closed to all operations and all associated Aeronautical Ground Lights will be de-commissioned.
3.2 Visual aids denoting restricted use of areas on taxiways shall be provided.

4.1 Pilots are advised to take note of the precautions on the presence of open excavation, workers, construction materials and construction equipment, particularly while works within the areas are in progress.
